About Leonard H. Berkeley

Leonard’s practice encompasses matters involving land use, real estate, zoning and planning, condemnation, government law, general litigation, and complex litigation with a concentration in general equity.

A dedicated public servant, he has held a variety of key positions in Essex County, New Jersey, including former Prosecutor, former Special Counsel, and Special Counsel to several Essex County agencies, including the Improvement Authority, Health Agency and Insurance Fund. At the municipal level he has held the position of Special Counsel to the City of Newark and various other municipalities.

Leonard also has held positions within several federal agencies, including Approved Counsel to both the FDIC and the Resolution Trust Corporation.
